School Constitution
CONSTITUTION OF SKY VIEW HIGH SCHOOL
ARTICLE I
ORGANIZATION
SECTION I – NAME
The name of this organization shall be the Sky View High School Student Association.
SECTION II – PURPOSE
The purpose of this shall be: (a) the cooperation in education pursuit; (b) that each individual shall have the opportunity to learn, develop his/her particular talent, and to seek after the worthy realization of his/her ambitions; (c) a good understanding between students and faculty, administration, and board of education for the perpetuation of curriculum that will enable all concerned to benefit; (d) to achieve and to gain an education; (e) and develop a spirit of loyalty and unity among students and faculty.
SECTION III – COLORS
The school colors shall be Columbia blue (PMS 292) and white with a gold trim (PMS 123).
SECTION IV – MASCOT
The school mascot shall be the Bobcat. The official name of the school mascot shall be Pawzz.
CLAUSE I – MANAGEMENT
Pawzz shall be placed under the complete control of the Executive Council. The Executive Council will also be in charge of appointing a student(s) to hold the Pawzz position.
ARTICLE II
MEMBERSHIP
SECTION I – TYPES
There shall be two different types of membership in this organization: active and honorary.
CLAUSE I – ACTIVE
All registered students shall be active members of this organization. They shall have all rights, privileges, and obligations of membership.
CLAUSE II – HONORARY
Honorary membership shall consist of members of the Board of Education, Superintendents, Principals, Teachers, and all others who render outstanding service to said organization.
ARTICLE III
GOVERNMENT
SECTION I – EXECUTIVE COUNCIL
The Executive Council shall constitute the highest student authority in the executive branch of this school.
CLAUSE I – DUTIES
It shall be the duty of the Executive Council to: (a) oversee all activities; (b) to consider all matters concerning the organization as a whole; (c) to appropriate monies of the organization; (d) to appoint new members to fill any vacancies in any school office.
CLAUSE II – MEMBERS
The Executive Council shall consist of the following officers elected by the student body: President, Vice President, Secretary, Historian, Technology Member, Marketing Member, School Spirit Member, and Service Member.
CLAUSE III – TRANSACTION OF BUSINESS
No business shall be transacted without a majority vote of the council present.
CLAUSE IV – INDUCTION
All members of the Executive Council, before assuming office, shall solemnly swear to the following pledge: “I do solemnly affirm that I will uphold and obey all laws and rules of Sky View High School, support all school activities, and fill the office to which I am elected to the best of my ability.”
CLAUSE V – ADVISOR
The advisor of the Executive Council shall be appointed by the Principal.
SECTION II – STUDENT SENATE
The Student Senate shall consist of the Executive Council, Class Officers, BAGA Officers, and the Presidency of the Ambassadors. One representative from each curricular/extracurricular group with a class hour: Band, Color Guard, Choir, Debate, Orchestra, Yearbook, Theater, FFA, FBLA, FCCLA, and sports in season. Other groups within the school, including sports, clubs, and organizations, shall have an opportunity to petition the senate for representation. The Student Senate shall convene at least once a month on the first Thursday of the month, unless otherwise decided by the Executive Council. The role of the Senate shall be to ratify proposed changes made to the constitution by the Executive Council, provide a forum to share information among the various student organizations, get feedback about school functions and activities, and discuss student-related issues and seek solutions to problems in conjunction with school administration and faculty. Parliamentary procedure shall be used in all Senate meetings and votes.
ARTICLE IV
BOYS’ AND GIRLS’ ASSOCIATION
SECTION I – BAGA
The Boys and Girls Association shall consist of a President and Five Vice Presidents; Advertising, Activities, Technology, Elections and a Historian. The officers shall be seniors. Every registered student shall automatically be a member.
ARTICLE V
NOMINATIONS AND ELECTIONS
SECTION I – EXECUTIVE COUNCIL
All elected officers to the Executive Council shall be elected in their junior year by the Australian ballot system and shall serve in their senior year. Primary elections shall be held at such a time as determined by the current student body officers. Two finalists shall be elected to run for: President, Vice President, Secretary, Historian, Technology Member, Marketing Member, School Spirit Member, and Service Member. Nominations for the Executive Council shall be by petition. Signatures of the person making the nomination, a second to the nomination, and the candidate being nominated will be required. Approval through the administration shall be necessary. Prospective candidates must have a grade point average of 3.0 or better in the preceding two trimesters. They must have a good record of attendance and citizenship in order to be eligible to run for office. Good attendance is defined as 90% attendance for each preceding two trimesters, with 15 or fewer tardies per trimester. Exceptions for extenuating circumstances, such as medical reasons, can be appealed by a judgment committee consisting of the Administration, a school counselor, and the responsible advisor. This process needs to be completed one week prior to petitions being submitted. All petitions must be submitted to the office. The deadline for the petitions will be announced by the current Executive Council.
SECTION II – CLASS OFFICERS
Nominations for class officers shall be by petition. Signatures described in Article V, Section I will be necessary. Clearance through the administration must be obtained. Class officers must have a grade point average of 3.0 or better in the preceding two trimesters. They must have a good record of attendance and citizenship in order to be eligible to run for office. Good attendance is defined as 90% attendance for each preceding two trimesters, with 15 or fewer tardies per trimester. Exceptions for extenuating circumstances, such as medical reasons, can be appealed by a judgment committee consisting of the Administration, a school counselor, and the responsible advisor. This process needs to be completed one week prior to petitions being submitted. Candidates for the freshmen class officers, which will run their campaign at the feeder school, shall follow these same guidelines. Election proceedings of the class officers will be carried out the same way as the general student body elections. The positions of Senior Class Officers shall be as follows: President, Vice President, Secretary, and a Historian. The positions for Junior, Sophomore, and Freshman Class Officers shall be as follows: President, Vice President, and Secretary.
SECTION III – BAGA
Candidates for the BAGA Officers must have a 3.0 grade point average or better in the preceding two trimesters. They must have a good record of attendance and citizenship in order to be eligible to run for office. Good attendance is defined as 90% attendance for each preceding two trimesters, with 15 or fewer tardies per trimester. Exceptions for extenuating circumstances, such as medical reasons, can be appealed by a committee consisting of the administration, a school counselor, a teacher, and the responsible advisors. This process needs to be completed one week prior to applications being submitted. Candidates shall be chosen by the existing officers and advisors who will act as a nominating committee. Candidates should be chosen from the incoming senior class.
SECTION IV – RULES AND GUIDELINES
Any officer who does not maintain the requirements for seeking office shall be called before the school administration to determine action to be taken.
Failure to maintain scholastic and citizenship standards of the school shall be subject to immediate review and action of the Executive Council and faculty.
Students who are (1) married, (2) part-time, (3) or fifth year students may not hold any office at Sky View High School.
CLAUSE I – VACANCY
If a vacancy occurs in any office other than that of the president, the principal and Executive Council shall appoint a successor. If the office of the president is vacated, the vice president becomes president. The Executive Council and advisor will then appoint or declare an election for a new vice president. The time of year when the vacancy occurs should govern whether an election will be held.
CLAUSE II – CAMPAIGN PROCEDURE
All campaigning is done under the direction of the Executive Council. Votes for a “write-in” candidate will not be counted. A student must go through both the primary and the final elections. Rules of regulations may be obtained in the student body office for all candidates.
ARTICLE VI
CLUBS
SECTION I – NEW CLUBS
New clubs may be organized at any time providing they meet the requirements of the school. To organize said clubs one must (1) have a faculty advisor, (2) present a constitution to be approved by the administration, (3) be willing to perpetuate the goals and objectives of Sky View High School. Clubs are prohibited in engaging in or promoting activity that is illegal, immoral, obscene, or otherwise inappropriate in a school setting.
SECTION II – REVOCATION
Club charters may be revoked by the school administration when their purposes and activities are not in the best interest of Sky View High School.
ARTICLE VII
STUDENT BODY MEETINGS
SECTION I – ASSEMBLIES
Assemblies of the student body may be called whenever deemed necessary. Such assemblies shall be called through the approval of the administration.
ARTICLE VIII
RECALL
SECTION I – REMOVAL FROM OFFICE
Any officer, through neglect of duty or any other sufficient reason, may be removed from office subject to the approval of the principal and vice principals.
ARTICLE IX
PUBLICATION NAMES
SECTION I – YEARBOOK
The official name of the school yearbook shall be “Aurora”.
SECTION II – SCHOOL NEWSPAPER
The official name of the school newspaper shall be the “Catonian”.
SECTION III – LITERARY JOURNAL
The official name of the school literary journal shall be the “Catalyst”.
SECTION IV – STUDENT HANDBOOK
The official name of the student handbook shall be the “Bobcat Sphere”.
ARTICLE X
ELECTION LIMITATIONS
SECTION I – NUMBER OF OFFICES HELD
No student shall hold more than one elective office at the same time. Appointive offices are to be approved by the school administration.
SECTION II – ROYALTY
No student may be elected to the royalty of any dance more than once in their four years while attending Sky View High School
ARTICLE XI
AMENDMENTS
SECTION I – AMENDMENTS
An amendment to this constitution must be presented to the Executive Council. It then must be discussed in the Student Senate and approved by three-fourths of this body when a quorum is present, 51% of the senate members. After which must be ratified by the student body by secret ballot. A two-thirds majority vote of all votes cast on a regular school day shall be required before it shall become a part of the constitution.
SECTION II – TIME
Each proposed amendment shall be announced at least one week previous to voting on such amendments.
SECTION III – WHOM MAY PROPOSE
An amendment may be proposed wither by the Executive Council or a member of the Student Senate.
ARTICLE XII
LIMITATIONS
SECTION I – LIMITATIONS ON THIS CONSTITUTION
All powers granted in this constitution are contingent upon the approval of the school administration. No school ruling is allowed that is contrary to the policies of the Cache County School District.
