School Community Council Minutes
September 16, 2025
Present: PJ Anderson, Kyrell Younker, SherRee Jacklin, Shane Jones, Brady Fonnesbeck, Teri Rhodes, Nicole Zollinger, Kathy Christiansen, Vanessa Hall, Don Darrington, Amanie Crosbie, Brooke Pugmire, Kathy Bullen
We were welcomed by Shane and introductions made.
Council Membership
Nicole Zollinger was nominated as the new Chairman last year. Vanessa has been added to the committee as a new teacher. We need 2 more parents to meet the council requirements. Don’s term is up but would like to stay on another term if needed. We will keep him as a candidate for this year when we send out a ballot for voting. Shane asked if we wanted to have a counselor on the committee? It was expressed that it is beneficial to have a counselor. Lyndee Agee will stay on as a Counselor/School employee member.
We currently have 4 voting school members, and committee decided to have 7 parents. Shane asked if we wanted to have one more school member? Shane recommended to have the school members stay at 4 and make one of the Vice Principals a voting member.
Nicole made motion to approve this. PJ Anderson seconded the motion. All were in favor.
Nicole made a motion also to have Lyndy and a Vice Principal as voting members. SherRee seconded the motion. All were in favor.
We will post openings and ask for nominations for 3 parent positions by email and then will also send out voting information on google form.
Don will be one candidate.
Rules of Order & Procedure Approval
Shane reviewed the Rule of Order and Procedures.
1. It was proposed to have our first meeting in August, when we will take care of membership.
Nicole asked for motion to set first meeting in August to solidify membership, PJ seconded the motion and all were in favor. The chairman will be selected last meeting of the year.
2. Dismissal of members: we will address as need arises.
3. Filling Vacancies: Will use the same procedure.
4. Agenda items: Principal will review with Chairman.
5. Absentee voting: Do we allow absentee votes or can they only vote if at the meeting. Nicole motion to allow absentee votes, PJ seconded, all were in favor.
6. Tie votes: We will table this item as well as the Electronic meetings until next month.
School Community Council Training
The annual School Community Council Training will be on Tuesday, October 7th, at 4:30. It is usually a digital meeting. We will email verification on the date.
National Honor Society change
The National Honor Society has been around forever and Sky View has had a chapter for about as long. We pay a hefty membership fee but we have never been a recipient of any National Honor Society scholarships. Having a local chapter has requirements, but our chapter hasn’t been good about following them good. If we don’t have someone who is willing to make the chapter work good then we probably don’t want to continue having a chapter. The requirements are different than our Honors program which includes rigorous courses. We reviewed Sky View’s chapter requirements and we don’t do service.
Brooke asked students still have place to do service or somewhere to fit. Shane said they are some options with the Interact club and looking to work with Just Serve organization.
Cell Phone Policy
Shane asked if there was any parent feedback with Sky View enforcing the no cell phone policy? He explaind that students still have access between classes and RCK.
So far we have had 5 verifications, 9 warnings, 23 first offenses, no second offenses.
Teri asked if SV has new policy or if it was the district policy. Shane explaind that Gov. Cox passed bill to ban cell phones Shane said for some teachers this is no change. We are just trying to have a non -distracting classrooms. Policing it is tough though but is nice for teachers to have a back up reinforcement.
Vanessa said she has liked because this is first time the policy is written down.
Brooke said as a parent they appreciate it.
Don asked about smart watches, air buds etc. The policy includes all of them.
If teachers feel like they are using watches like cell phones, then policy applies.
Teri expressed appreciation from the district to the admin for enforcing them.

School physical updates
(Flags, Bleachers, sidewalks, mural)
Shane reported on the new facility updates. We have got the new bleachers on the football field installed. Were hoping to have ready for last spring sports, but have pushed to have ready for fall sports. Capacity is 350 more, so we got another section, deeper and rows wider including a new press box which safer. We’ve added new lights and painted steps to make things more safe.
We have also removed our old flagpole which was broken and are in the process of getting new flagpoles on the west side by the circle drive. We added a sidewalk from bus lane and new signing/lettering on the outside wall by the circle drive. We are trying to make it look like front of school.
Getting bids has been a little difficult with the flagpoles.
The Bobcat is finally in the roundabout and looks great!
Nicole mentioned that all 4 pedestrian lights are not working
Shane will talk to Smithfield city to make sure they are working.
Andrea Talbot painted a mural in the hallways over the summer.
The Swimming pool is getting an overhaul. Nicole has been helping with that. There is now a district committee so we can be consistent with Mountain Crest.
Brooke talked about if there was a way to get the monthly SV happenings info out to community. A lot of older people don’t use the internet but like to come to events at Sky View.

We were welcomed by Nicole. She motioned to approve the Minutes from last month’s meeting. PJ seconded the motion. All were in favor.
Membership/Elections
Shane introduced the new members of the Council. There were 5 people on the ballot. The voting form was emailed out to all parents and was open for about 10 days. Aimee Egbert and Lindsey Black were voted in as new members and Don Darrington was voted in for another term.
Counselors Scholarship
Counselor, Lyndy Agee, talked about USHE (Utah Systems of Higher Ed) Scholarships. There is the Opportunity and the Prime Scholarship. The Prime Scholarship is worth $500 and is for students who take a certain amount of BTECH or Concurrent classes. The Opportunity scholarship right now is $4000. To qualify students must take college level math, english and science and maintain a 3.3 gpa. They sent letters out to students who were close to meeting the requirements and encouraged them to take the additional classes. The number of students receiving the scholarships increased from previous year. The Opportunity Scholarship recipient numbers went from 33 to 90, and the Prime went from 11 to 45.
Website Requirements (by Oct 20th)
We continued reviewing the Rules of Order and Procedure from the last meeting. For the Voting Ties solution: Our membership is 7 parents and 4 school employees. If some are absent for a vote, then the Asst. Principals will be able to vote.
Nicole asked for a motion, PJ motioned to approve the procedure for Voting Ties./ Brooke seconded and all were in favor.
The last thing we needed to review was the topic of Electronic meetings. We would like everyone to meet in person. But if for some reason anyone would like to Zoom the meeting, please let us know in advance. We will not plan on electronic meetings unless requested.
Shane verified that everyone had the chance to watch the training.
The Trustland Website will be updated and the school website will be updated to have all the required items posted by October 20th.
English Scores
Brady reported that our English teachers have been really good in working with students to increase their ACT English scores. Reading scores have been going up as well.
Blake Heaton, Matt Wahlquist , Jon Rash and Becca Louviere have been recognized by the Superintendent for their work with this.
We are 4th out of 257 schools in the State on our English scores. We are going to create a professional learning community for math to do the same as we have done with the English department.
Nicole mentioned that it’s hard to sell kids on education, and if we have staff that can do that is great. Brooke asked if they could work with the freshmen students as well. We are looking at expanding it to the Freshmen level as well.
Shane said what is good, is that we have created an environment where the students know we care and that helps students care.
We will soon be starting on our ACT Prep classes for the Juniors.
Media Center
Kandyce Barber is our Media Center coordinator and has done an incredible job in our Media center. This is her 4th year at Sky View. Part of her responsibility is covering the Digital Citizenship requirement for students. She has had the 9th grade classes come in so she can teach the course to them. She said she struggles with high school students a bit because she realized that they all pretty much know what they should do. She would like to cover more with AI. Her goal is to get information on to the daily announcements.
Shane said Digital Citizenship is one of those things that the legislature requires but lets the school decide how to teach it. We used to do assemblies but those don’t work out anymore. We’ve been able to incorporate it into our regular classes. Technology and social media is tough to navigate.
We get GoGuardian alerts all the time but usually about half are legit. The District has done a good job on filtering and keeping students safe.
We are continuing to enforce the cell phone policy. The students are learning.

I. ELL Data
Several years ago, Sky View was put on intervention with our ELL Program. It moved one of our goals to the forefront. It is one of our TSSA goals that we have been working on. Shane wanted to share some data to show what we have been working on. The State didn’t have a model program, so we’ve had to work on our own. Our graduation rate with the ELL students has been high, but hasn’t counted towards us in reporting, because we don’t have enough students. One area we could work on is the WIDA testing. 41% passed the WIDA test this last year. Our team has worked really hard with them. Once they pass the WIDA test, they then become monitored students, so we have had to increase our support for those students. The data from Aspire testing was shared for the ELL students. It’s time to up the game, to put them in harder and better classes, not to just focus on getting them there. But they are hesitant to do well because they like staying in the classes with their friends and where they feel comfortable. The ELL team meets every Thursday morning, to go over test scores, to plan on how to play the long game. We may not excel but the program is moving forward. Ridgeline teachers are coming to the meeting to see what our team does. Vanessa said in the past, just the ELL teachers had those kids, but now they are in other classes. They are everyone’s kids.
I. Scholarship Value Amounts from Amanda
Last year we were awarded 6.1 million dollars in scholarships. Our post high school readiness is high, many students take concurrent enrollment classes and pathways.
II. Parent Emails - Potential School Threats
When we send out emails about lockdowns, many parents have opted out on getting emails. It’s an all or nothing, they can’t just opt in to get emergency emails. It is the same with surveys. We had just over 1000 students able to take climate survey. We sent out emails to parents for them to give permission for students to take the survey. If you have parents that mention they don’t get emails, they have probably opted out. They can call school or district to get that changed.
III. Students using AI for homework
Brady said that the ILT team meets twice a month. They do a sweet/sour minute where teachers can share something good or bad that happened in their classrooms. One teacher said she has a hard time with students using AI for homework. We use the Brisk program which screens for AI use. Brady shared a great article in a magazine about using AI. Addressing it needs to be a joint front between families and school.
IV. Raising Resilience Article
Brady also shared another magazine article that talks about resilience. Students need a caring non-parent adult helping and connecting with them. We want to send a message to kids – SV is challenging, but they can do it!! We need to use AI as a starting point and not a destination and ask ourselves “Do we want our kids to have it better or be better?” Brady asked the council to read the articles and at the next meeting share what they take away from it.
Kathy shared a story about a teacher using a project in a classroom with markers, that is a comparison about using AI.
Vanessa said homework isn’t usually worth as much grade anymore, because they know students may be using AI.
Shane talked about RCK talks that are given regularly on our video announcements. JD Phippen was our Veterans day assembly speaker. He had a great message about the difference people can make by just being kind. The last RCK talk that Shane gave is a follow up and shared a video that we showed to the students. Shane invited any of the council to make sure they come to the Veterans Day Assembly sometime if they have never been.

I. Sharp Survey Results
Shane said that we have given this survey for the past 30 years. Students take it as a sophomore and a senior. Over the years the numbers of students taking the survey has dropped. We need to have parent permission for the students to take it. We have had over 300 students take in the past and this year we only had 81 so not sure we’ve got as broad of a sampling that we would like. Lindsey asked if it is because of parents opting out or just not opting in. Shane said he thought it was because of them not opting in. The District is looking into ways to get parents to get the approval forms filled out and submitted.
Shane shared the results. Across the state, numbers of students using alcohol and marijuana have dropped. Vaping is also trending down
There is an upward tick in using the nicotine pouch. But they are also used to get off of vaping. The area that has seen the biggest increase is issues with Mental Health. The importance of school to the student has increased.
Lyndy, (School Counselor) said that the last year and the beginning of this year, has felt a bit lighter than usual when dealing with students with Mental Health Issues.
II. Cell Phone Update
Brady updated us on our enforcement of the cell phone policy. We took the governor’s directive and strengthened our cell phone policy. We have only had two 3rd offenses. We have had fifty-one 1st or 2nd offenses.
We essentially copied Ogden High School’s policy. They let the students keep their phones in backpacks, but we chose to use a caddy. We are trending way below what they are.
ILT members noted that kids that are coming in late or on a hall pass are on their phones. Some teachers think more students are getting hall passes to use their phones.
Kathy Christiansen asked what everyone’s thoughts were about phones being turned off. Shane said restricting 100% takes away decision making and self control.
We haven’t seen any impact on attendance or tardies because of it.
Vanessa said her students have been very good.
It was mentioned that connectivity that technology gives is both good and bad.
Parents in general have been very supportive of the policy.
Brooke shared her son is putting on limits on his phone. But her Freshmen daughter is different, so age may play a part.
Lyndy said we sometimes forget about the students who don’t have family support or friends. We know the screen time increases depression, anxiety, etc.
Lyndy also mentioned that she has seen a huge difference in her son since changing from smart phones to not a smart phone.
III. Cool Things Happening at Sky View
Shane shared some of the cool things that have been happening at Sky View the last couple weeks.
*The Performing Arts concert last night was amazing. Our choirs, bands and orchestra all combined for a Christmas concert.
*The Jazz Bear was here to award Anna Barkle an “Outstanding Educator Award”. She will also be recognized at an upcoming Jazz Game.
*Andrea Thompson will also be recognized at a District Board meeting as SV teacher of the year. She is our Debate teacher and also teaches English 1010
*We had a Pep Assembly recently where we recognized the Academic All State athletes. We had more than usual receive this honor.
*We were awarded the Directors Cup. This is based on sportsmanship, grades and performance. We had the highest average GPA in the state.
*Our FFA competed at Nationals in Tennessee. They did very well.
*FBLA competed at State and placed 4th
*We had 10 students graduate from the CNA and Welding programs at BTECH after the 1st trimester ended.
IV. School Improvement Plan
Part of our Trustland plan is improving our number of students taking AP classes and passing. Shane shared the data from the last few years, and we have increased our numbers in students taking tests and passing.
We will be looking at writing the plan for next year in the next couple months. We are always going to be trying to do better - in attendance, grades, cell phones, etc.
Culture and expectations will be another component of the plan.
The plan will also include targeted interventions and the transition from middle school to high school for the freshmen.
V. Other
Nicole said the Smithfield Night of Giving held a couple weeks ago was extremely successful. They made over 40K to help families in need. They were also able to donate to help Sky View’s Holiday Help Program. Lyndy said that we helped 30 Sky View families in addition to what Smithfield City did.

We were welcomed by Nicole
Approval of Minutes: Don motioned to approve the Minutes from last month’s meeting. SherRee seconded the motion, all were in favor.
Shane reported on a few things that are happening at Sky View. We just hired a new boys Lacrosse coach, Craig Mueller. We will also be hiring a new soccer coach soon. With the new schools opening up, there will be a bunch of new positions open and people moving around.
SherRee also said that Laela Williams received an art scholarship. With the Springville Art Show only 300 pieces were accepted and Sky View had 5.
- Rules of Order and Procedure
Shane talked about a few things that we need to approve and update on our Rules of Order and Procedure. The 2 major things are detailing how we do our elections, which is electronically with Google forms and the other is removing a member if needed. Most likely it would be an attendance issue or need for withdrawal by the member for whatever reason. It was decided by the committee that if a member missed 4 meetings in a row with prior notice, the position would be replaced. Lindsey made a motion to approve and Don seconded the motion. All were in favor of approval. That will be updated on the website
- Freshmen Orientation
We will be having our Freshmen/Parent Welcome to Sky View Night on February 2nd at 6:00pm in the Gym. Teachers will be available to talk about courses they teach and coaches for all the sports teams will be there.
Nicole mentioned that the PTA has talked about how to get parents involved and this is the one time that we will have a lot of parents in attendance so the PTA will plan on being there as well.
Kathy Christiansen asked about having BTech there as well and the CTE program advertised. They both will be represented.
Broooke shared that last year, meeting with the sports programs/coaches was hard to catch. We’ll try to announce better this year.
- TSI Presentation
SV has been on targeted school intervention for ESL for the last 4 years.
The state has changed the way they evaluate. The School District has a way for evaluation, so that format is used and then the district reports to the state.
Our ELL program fluctuates in numbers so that is part of the issue, because things that need to be reported, depends on the number of students. The target just can’t be the number of students that graduate.
Last year we had 15 out of 17 that graduated, but it didn’t count in data. If we would have had 16 out of 17 it would have been. One of our students is an Essential Elements student that passed the WIDA but it didn’t count on the data because that student is an Essential Elements student.
We can do better on ACT scores and that is one of our focuses. This last year our scores dropped with the ACT. The ACT testing will start being course specific. They will test in the area that they have been taking classes in.
For those who don’t know, the WIDA is a test that measures the English language competency.
We will encourage our ELL students to take advanced placement courses. Last year we doubled the number of students taking them
- Legislative Items and Funding
Shane said that the UASSP has a Power hour. They had an update this month on legislative items and funding. One of the UASSP concerns is the number of education bills. We are still implementing some from a year or so ago. Legislators need to get into the schools and see what is going on.
Another concern is funding. Registration fees for students were cut starting this year. We received some money from the state to help offset. Teri said they distributed 17 million already, but if a bill passes, they want the money back to put towards the Catalyst program.
There was a 5% reduction in funding for education this year.
Nicole asked why fees were removed. Teri explained the reason to the committee.
Lindsay asked what we used that money for? It included registration fees, computer labs etc. But our needs have gone down, so we are trying to spread the money around to other things. The Student Body budget includes student incentives, programs, etc.
Shane said we have budgeted and we are in a pretty good place.
We can use some of the Trustland plan money for student incentives, if it is written into it beforehand. He also said that most of the teachers have a hard time spending.
- Trustland Plan
We will start creating the Trustland Plan and should have it done in the next month or two.
Shane asked for input from the council and what they would like to focus on.
Last year we included: Freshmen transition, course rigor, and raising test scores. We gave 120 AP tests 2 years ago and last year we gave over 500, so we have been headed in the right direction with the course rigor.
We will be offering AP Music Theory next year that will help with some students that don’t need the Music 1010.
The push on attendance and cell phone policy has not been part of the Trustland Plan.
Brooke asked if what we have been doing with our Jr. English teachers working together to increase our ACT scores, would be beneficial in other subject areas? Possibly an Inservice? Shane said that it could potentially be something we could do. Shane said the district does have PEAKS for teacher collaboration. Lindsay asked how we get feedback from teachers? Shane said through our Dept. head meetings which is our ILT team. They meet every two weeks addressing anything that comes up.
Amanie said one of the questions on the new evaluation program is asking teachers what they need from the Admin.
Some of the responses have been technology, physical needs and lately has been having the Admin give feedback and visiting classes.
One of the biggest frustrations is that our school is old and always needing updates and repairs.
